The Cabinet of Secretaries consists of the heads of the largest part of the executive branch of the national government of Arendale. Currently, it includes the secretaries of 19 executive departments and the heads of other several other minor agencies and offices that are subordinate to the Prime Minister.

Appointment[]

Article 7, Section 16 of the Constitution of Arendale says that the Prime Minister

shall nominate and, with the consent of the Commission on Appointments, appoint the heads of the executive departments, ambassadors, other public ministers and consuls, or officers of the armed forces from the rank of colonel or naval captain, and other officers whose appointments are vested in him in this Constitution. He shall also appoint all other officers of the Government whose appointments are not otherwise provided for by law, and those whom he may be authorized by law to appoint. The Congress may, by law, vest the appointment of other officers lower in rank in the Prime Minister alone, in the courts, or in the heads of departments, agencies, commissions, or boards.

The Cabinet meets at Union Hall Building in the Arendelle Countryside.

Theoretically, the Royal Orders themselves are the Prime Minister's decisions, but are practically those of the government. However, they require the contra-signature of the incumbent Monarch, or, in cases relating to military command, of the Secretary of National Defense in order to be valid. Later, entire records from the proceedings of the Cabinet of Secretaries is signed by all its members. This is done in order to remove all personal responsibility on part of the Prime Minister, in keeping with Article 5 of the Constitution, which states that, "The Prime Minister's person is important; he cannot be censured or accused. The responsibility rests with his Cabinet". Another feature of this system is that the Prime Minister, when having sanctioned a decision, is referred to as Primer-and-Cabinet, meaning the Prime Minister as well as his cabinet.

According to the Constitution, certain cases, such as appointments and dismissals of higher office, pardons, provisional measures, church ordinances and ratifications of treaties must be administered by the Cabinet of Secretaries. Whilst not prescribed in the Constitution, the signing of bills and other regulations into law is the most important feature of the work being conducted during sessions of the Cabinet of Secretaries.
